If you go in and customize your theme, you can click and drag those text boxes where ever you want them so that they don't overlap.

Steve.... Theme Editor > Text , but no way to drag the tagline

So if you actually click on the tagline text in the theme editor, does a box appear around it? Also to clarify, I'm talking about the actual text in the header and not the form field at the bottom of the page. If a box appears around it after you click on it, you should be able to drag and drop it where ever you like.

Steve....nope, no box

All thats available to do there is

(1) un-check the box to remove the tagline

(2) change the color of the tagline...and both those options do work

Perhaps a couple footnotes would be helpful there for color changes or for moving either the Title or Tagline within the header
